HOW IT CURRENTLY WORKS
Your "tally" is how long it takes you to move one square (basically). Think of your effective speed as 1 divided by tally. Your clothes (actually only your shoes and exosuit) and your held items can give you slowdown, which increases your tally. Then your tally is also increased by other misc. shit like pain, hypothermia, your race etc etc.
Your base tally is 0, which makes no sense because that would mean your base speed is infinite speed. Your shoes have a slowdown of -1. This was the oldcoders' idea of how to implement lack of shoes making you slower: by making not-lack of shoes make you faster.
Then all the misc. shit like pain gets applied blah blah and your tally gets capped at 1 if it's under 1.
What does this mean?
Assuming you're a healthy, warm human with shoes, your exosuit's slowdown would need to be higher than 2 to have ANY effect on you. And if it had 3 slowdown, it would make you TWICE as slow. Oh and if you took off your shoes, THEN you would be 3 times as slow as normal. Which is a ridiculously steep increase, the obvious solution would be slowdowns implemented such as "0.3" but those do not exist in the current code.
Already you can see the problems with this stupid tally system:
- Because your base tally is lower than the minimum tally cap, you can have a bunch of slowdown on you and it will have no effect whatsoever until it goes OVER the minimum cap (the reason why hardsuits and galoshes don't slow you down anymore!)
- Because your base tally is lower than the minimum tally cap, a healthy human is already running at the fastest speed possible!
- Let's say something has a negative slowdown of -0.5, 0.5 tally is twice as fast as 1 tally, but 2.5 tally is barely any faster than 3 tally. Now let's say it had a positive slowdown of 0.5, 1.5 tally is 50% slower than 1 tally, but 3.5 tally is barely any slower than 3 tally. Because your "perceived" or "effective" speed is 1/tally, it doesn't scale well at all.
- Even if the minimum tally cap was lowered, negative slowdowns would still be really really wonky if they're just a hard number, because of the reason above!
Now there's two ways this mess can go about being tweaked.
We can keep the same system, implement noshoe slowdown in a sane way, make your base tally 1, and make the minimum tally cap something close to 0.
Then, we tweak all the current slowdown amounts to make them much smaller, like 0.3. Now instead of making you TWICE AS FUCKING SLOW, your hardsuit will make you 30% slower. Then we can add stuff that makes you faster, something like a slowdown of -0.1.
It would be significantly better than what we have have now, but it's still shit because slowdown amounts need to be really really small to not cause people go to LIGHTING FAST (the closer to 0 you get the exponentially faster you get), but then, because everything stacks additively, that same negative slowdown that makes naked people REALLY FAST can barely even offset a third of the slowdown from your hardsuit.
The second way I can think of is to implement all slowdowns, positive and negative, MULTIPLICATIVELY.
So for example, if you're slow as heck from pain (tally 7 or something), and you take some drug that makes you go 10% faster, your final tally would be 1*7*0.9 = 6.3. Or if you're healthy, the drug makes you go at 1*0.9 = 0.9 tally.
The whole point is that it will always make you precisely 10% faster than before. The general idea is to turn one of two tables of the chef's front counter into empty sort of fridge units. Think shop counters you'd see in an ice cream shop or sandwich place, the sort you can use to see everything for sale and probably has a price written next to it. Also make it so these fridges function as vending machines that somebody with chef access can add food to and change prices.
The chef can both set up food on the counter for display and easy eating and also put the food he/she wants in the fridge for sale that anyone can walk up and click to see inside of it.

it encourages chef interaction, or at least standing around an extra second as you buy food
more use for the useless economy

As we have all seen the games combat revolves around the concept of stun n done. The first ranged stun that you get is your finishing blow. This is a problem that has existed a on all codebases which several have tried to deal with (TG disablers, Bay weak tazers) But i propose a radical solution. Remove all ranged stuns all together.
Of course this would keep stuns from batons, stun prods, zas, flashes, flashbangs, cult runes, and disarms but it removes all ranged stuns from the game.
What this would include is
Removing tazers and replacing the ones sec spawn with/ their lockers with sec glocks
Remove rubber bullets from sec glocks
remove sec borg tazer and buff it by giving it increased speed
remove stun from detective .38 and buff its damage
remove c20r/other ballistic weapons stun by removing their stun and increasing their damage to balance it out
remove stun revolver
egun/AEG stun is removed and replaced with a low damage lethal one which instead of doing stun damage does a third of a normal egun energy bolts worth of damage OR remove the non lethal/low lethality mode and give them a larger battery
Ofcourse i am probably forgetting some weapons but this is the general gist of it. All stun weapons would need to be melee range and all ranged options would be lethal only.
This would also prompt a need to change how security would handle people now without their easy 1 hit golden bolt.

If someone is to be put under arrest if the security officer can get a stun off on them via any method (baton, flashbang, lucky zas) then the officer can go ahead with the arrest without needing to order them to stand down first provided there is good reason for the arrest in the first place.
If the suspect may run then the officer in order to use lethal force MUST order them to stand down in some format they can understand (hailer, yelling at them, yelling over radio, pda ,ect). if they do not comply and resist arrest/run after being told to surrender the officer may use lethal force and alert other officers that the suspect has refused to stand down. Simply any form of a message to halt would suffice for this.
If the suspect is armed, dangerous, armed and dangerous, has attacked someone with lethal force or has murdered someone an officer does not need to order them to stand down and can resort directly to lethals provided the criteria is met.
If implemented in my vision i could see several different things happening when sec is dealing with suspects.
1. Sec would be more willing to try to use melee
2. Sec might be more inclined to talk things out before unzipping baton/glocking someone
3. Dindus/assistants would either be more jittery or much more afraid to greytide around
4. Sec would be more inclined just to shoot people
1 wouldn't be that bad and could be fun, 2 and 3 would be pretty good. Assistants more afraid to kill all the stations pets or break all of engineerings windows and 4 i could see being a problem with this strategy
But some issues with this is sec would use lethal force on innocents much much more due to them being to afraid to talk things out or just plain old shitcurity so i dont know if it should be handled more hands off or if admins should play a big role in it. Doing it hands off could potentially invite shitcurity and possibly cause us to devolve into hippie but with admin intervention it would mean admins would have much more responsibility in handling things that currently can be handled IC. So i do not know how this should be enforced.
I know this entire idea sounds retarted and lets be honest it probably is but i feel that this is a potential alternative to dealing with the infamous stun n done of combat. Methods like TG disablers and weak ass bay tazers dont work to improve combat and the fact that easy wins exist like this could be a problem. This is mostly being posted in response to the "design document", I find some of the suggested changes to mining DISGUSTING.

You can easily finish mining by going to the southwest asteroid belt that has high concentrations of diamonds. You never have to risk encountering monsters if you just avoid the 'natural' caves.
I believe there is a way to fix these issues without having to use the FUCKING GOD AWFUL MAGENT FROM GOON.
Make the asteroid larger, the bases are on the edge of it and catwalks connect mining outpost to science outpost.
Make masions unable to see though solid plasma. Meaning plasma walls block them, also trace amounts of plasma on the asteroid blocks them as well.
Make new goggles that can spot ore two astroid walls away from an open turf.
Increase pick speed and ore concentration to account for the changes.
What this means now is that you can not see ores and mine straight to them. Also exposed tiles let's you see more. This would make going into tunnels more worthwhile because they allow you to uncover more ore deposits than just mining in a straight line. Caverns would have a risk reward system, instead of being easily avoided unless you want to fight monsters.
Another idea is trace radiation emitters on the mining hardsuit, able to be picked up by mining goggles, acting as bread crumbs.
