#### Description of issue
AI law uploading has shitcode in it, which seems to be leading to unexpected behavior lately
#### Difference between expected and actual behavior
Not being able to upload laws to the AI, seemingly at random
#### Steps to reproduce
Fairly complicated, but it seems to be related to the see_in_dark variable, maybe caused by an external factor. The actual check likely expects see_in_dark to be 0 when AI loses power
#### Specific information for locating
<!-- e.g. an object name, paste specific message outputs... -->
(law.dm)
```
else if (current.see_in_dark == 0)
to_chat(usr, "Upload failed. Only a faint signal is being detected from the AI, and it is not responding to our requests. It may be low on power.")
```

This form shit is a fucking tragedy, to bring it to the point :
An oldcoder used an awful fucking check because he's incapable of seeing how the variable that allows mobs to see in the dark might be changed in the future to not correspond with the AI using it to determine if it lost power
This is most likely causing issues in some way as of CURRENT YEAR

After a certain amount of time in the round your AI Radio keys will disengage, specifically those that are not toggled on at roundstart. No amount of toggling or relogging will fix this. It _may_ have something to do with the AI radio being essentially a Captain's headset as this issue has happened to me as a Captain once.

During Defficiency, I was checking on an Air Alarm, then closed it after I had done what I needed to do. A few seconds later the window re-opened, so I closed it again, to which it re-opened again.
It seems to happen if somebody changes the active menus, or when the pressure or temperature changes, but it only seems to happen to certain Air Alarms (The TComms one doesn't keep re-opening, whereas a place like the RDs office does)
I managed to stop it for a while by relogging, but that doesn't seem very time efficient to have to keep logging in and out after checking each alarm.

I built a room out into space from Escape, mapped it with the blueprints, installed an APC, installed a vent and scrubber, and then tried to install an air alarm so I could control the vent and scrubber. When I used the air alarm frame on a wall in the room, it said something along the lines of "The air alarm frame can't be placed in this area." It was already mapped with blueprints and I had already installed an APC, so I know it was a legitimate room.
Also, in response to this, an admin spawned a completed air alarm in the room. While I could see my vent and scrubber in the air alarm's menu, I couldn't alter any of their settings, and the air alarm itself seemed to be reporting incorrect pressure/temperature data about the room.

Air alarms updating their danger levels over and over again causes lag ingame. This would not be an issue if not for the way danger levels also interact with firelocks.
As everyone should know, when the danger level is raised high enough to require the firelocks to drop, they drop as controlled by the air alarm. And when the air alarm's detects the area it is located in is safe again the firelocks raise back up.
So if an area is separated from the air alarm by firelocks, and that area is dangerous, danger alerts will follow a cycle. The air alarm's area will reach a livable temperature/pressure/etc, the firelocks will open, the temperature/pressure/etc will exchange with the area without an air alarm that is unsafe, which will cause the firelocks to immediately drop again because a new alert is raised.
This cycle can be extremely quick and thus be very cpu intensive. As I've seen myself in the last round I've played in before making this issue in which it was the costliest proc.
Therefore we need to either put air alarms in all area chunks that are blocked off by firelocks, or rewrite the basic functionality of firelock and air alarm interactions.
