So since space becamee a valid target for wiring, and since catwalks were converted to not be a turf anymore, the connect_to_network proc which has sanity against power machines not being on a turf will fail to connect the power machine to the powernet on the tile.
So we need to modify either the checks in some way to allow catwalk emitters or take some other option. One of the issues with the way they work now is if you created a plating under them, they still wouldn't connect to powernets until they are rewelded because it is only called the one time.

I've tested this with a chemistry dispenser, chicken processor and food processor. The chemistry dispenser was correctly on the top layer, blocking sight of the AI holopad. The other two machines were underneath it.

However walls are also assigned to areas, and the firelock isn't actually checking if the adjacent tiles are ones that block air or not, so if a firelock is beside a wall separating two areas, it will add itself to both areas.
Simplified example: The firelocks that touch the walls of chemistry are assigning themselves to chemistry as one of their areas and will drop when chemistry has a fire. Despite every one of these firelocks being entirely outside of chemistry and touching its walls only.

Removing the WRENCHMOVE | FIXED2WORK tags reveals more problems as none of the portable_atmospherics attackby return 1 when successful, which renders "if(..()) return 1" pointless and causes the action to be performed anyways.
