Borgs with destroyed batteries can still use modules to a degree

IE: flash, megaphone, GPS.

Steps to reproduce if possible
- Get damaged to the point where your battery is destroyed, but not your actuator. You should be able to run around, despite looking deactivated, but not be able to hear or speak or equip modules or use machines.
- Open the module panel. The text and link based one not the nice toolbelt one. Activate a module that has a use function. Notice that the interface doesn't update, despite that module being instantly removed back into your inventory. Notice further that in the text panel, "Module 1:" Or whatever still has a link to that module you equipped for a moment.
- Click said link without closing panel, activating the module part's on-use function. Flashes, fire extinguishers, megaphones, etc.
