Literally change a single character to fix plants growing 35% slower and never healing

Flip the inequality sign, it's facing the wrong way. It's making it so that plants above 10 waterlevel are getting damaged and stunted at a 35% chance per cycle. This means they grow 35% slower than they should be, and the healing provided by nutriment is cancelled out. As a side effect, this encourages players to let trays run dry, and consequently weeds don't build up, removing one of the challenges of botany.
Also, nutrilevel should probably be set to 10 in hydro_tray.
It's automatically clamped between 0 and 10 every cycle, so nothing bad's happening at the moment, but inevitably someone's going to fuck up off the assumption that it's meant to have a maximum of 100.
