Defficiency cargo shuttle conveyor belts are fucked

Description of issue

The conveyor belts on defficiencies cargo shuttle don't work propperly, they either go in the wrong direction or don't move. Conveyors on shuttles are gernerally a bit fucky as they don't update while the shuttle is away.

Length of time in which bug has been known to occur

Hard to tell with how rarely Defficiency rounds happen. Maybe a couple of weeks
