medical pAI supplement overrides security supplement with no way to change between

Maybe this is intentional, but I wasn't sure

Description of issue

pAIs can't switch between medical and security supplements to allow for *law and hud features. medical supplement seems to override, regardless of if it's bought first or second

Difference between expected and actual behavior

To be able to switch between medical and security hud and have the feature of both (*law)

However it seems like you can at least check both security and medical records on people, if both are installed.

Steps to reproduce

1. be a pAI
2. download security or medical supplement
3. download the supplement you didn't download
