Description of issue

You can continue to drain a tank with a full balloon, with no air going into the balloon.

Difference between expected and actual behavior

Expected: Being unable to fill balloons when they are at capacity.

Actual: Can sanic drain tanks.

Steps to reproduce

Fill balloon from tank. Click other tanks with it.
