No splints anywhere in medbay, no advanced trauma/burn kits in surgery, no hemostat in robotics

Splints exist in the code, come in stacks like ointment and bandages, and can be used as a stopgap fix for broken or fractured limbs to prevent worsening the damage, as well as lessening the pain of a broken limb. We should REALLY have a couple stacks of these around medbay somewhere, maybe one or two in the paramedic locker (since they should theoretically be the first ones to respond to someone who might have such serious injuries) and one or two in medbay storage.
Also, the new bay surgery requires advanced trauma and burn kits to treat internal organ damage (where a scalpel used to be required), and therefore, surgery (and auxiliary surgery) should spawn with at least ONE of each type of kit. I've already started work on replacing the mediborg bandage/ointment with them.
Finally, a hemostat is now required for brain removal surgery, but robotics doesn't spawn with one. Someone should fix that, and maybe when someone fixes it, they could add a cyborg analyzer to robotics, as well?
