Project mind doesn't seem to work

Title, it did fuck all when I tried using it. Tried the new HUD "Spells" button, tried the normal option box to the side, but both yielded no results. Also I was a roundstart grey alien, so it might be related to that.

Also why is genetics powers under spells? That just seems silly.

EDIT: I do recall it giving a message saying that you couldn't use it while incapacitated when I tried using it unconscious.

DOUBLE EDIT: There was also no cool down from clicking the power, it was always at 5/5
