Gygax Mobile Jail Cells and Bolas Launchers

The mobile jail cell requires a person to be cuffed before they can be put inside. Bolas count as cuffs for this purpose, which is fine, however you can't bola someone who's laying down. This means if you stun them, you have to wait for them to get up before you can bola them and load them into the cell, or get out of the mech, cuff them, get back in the mech, and then load them into the cell. I'd like the bola launcher exosuit module to be capable of cuffing people instead of launching bolas when used on someone right next to the mech, or failing that, just the addition of a handcuffing exosuit module.
