Captain doesn't start with an egun

Makes no sense. Why doesn't the captain's egun spawn on his person? Well obviously it's been grandathered in, but it needs to change.

If a traitor or greytide have stun weaponry and feel like killing an arriving captain, he's pretty much defenseless. There's no excuse why the most important man on the station doesn't spawn with some way to defend himself against armed threats.
