There is no attack delay for hitting with tools.

/obj/machinery/door/mineral/resin
/obj/structure/bed/nest

There IS an attack delay for hitting

/obj/effect/alien/resin/wall
/obj/effect/alien/resin/membrane

In practice, this means it takes 4-5 seconds to get through a resin door. No time at all.
