Heist Overhaul

Executive Summary
Birbs no longer care about killing crew, have better objectives, and a tool for grabbin' dem lungs and eyes.
Changes
Heist sucks. Everyone agrees. So, after talking with the metaclub (#game-design in Discord), I've come up with the following changes:
- Inviolate rules for killing crew have been removed.
- Removed the shittier steal objectives.
- Singulo Generator (both of them)
- Emitters
- Added tougher objectives.
- Shard
- Eyes
- Lungs
- For the organ stealing, the raiders have a new Organics Extractor that can remove selected organs from incapacitated (or resting) individuals without time-consuming and complex surgery steps. Click on their dumb sleeping faces and 15 seconds later, you have a nice new set of lungs flopped on the ground.

Yes, it's coderart. Deal with it.
Caveats
- No maps were changed to avoid fucking with existing PRs. This means no lethals and no OEs will be spawned until the maps are unfucked.
- OEs can only be used by Vox. This includes station Vox.
