Adding new item, the defibrilator

Has a pretty good chance of bringing somebody back from a recent death. Once a human has died you have approsimately 2 minutes to shock their heart back into a good rythm. Chance to fail if they're wearing any sort of uniform or armor.

Added defib lockers to the map as well as specialized defib chargers.

Also fixed some cycle lock issues
