Applying an illegal weapons module to a borg makes it "emagged" in almost every sense

So if you apply an illegal weapons module to a borg, rather than adding the emag modules to the borg it does so by setting the borg's emagged state to 2. This makes it so you're unable to upload laws to the borg(you get the "signal too weak" message), can't seem to mess with its law sync stuff. It also shows up as an antagonist in most admin tools. Apparently it DOESN'T prevent it from being emagged for real though, unless I misheard something.
