Make Vox Toxin Damage For Oxygen Based on %

Apparently vox take a flat damage rate if there's any amount of oxygen in the air. This doesn't really make sense, more oxygen in the air should be more poison should be more damage.
I think we should change it so that vox take the same damage they do now at 80% O2 air, then scale it back from that based on the percentage of O2 in the air so that you take less damage from 1% oxygen 99% nitrogen than you do from normal air.
