Adds Wizard Wars admin event

It's pretty much Highlander except with wizards. Accessed through the same button as Highlander. I recommend that when you start it, you play MAGIC MISSILE, like how you generally play SCOTLAND FOREVER when you start Highlander. Somewhat tested. Closes #10734 (closed).

Currently, it removes all items from players (meaning living humans, etc. that currently have clients), turns plasmamen into skeletons so they don't catch fire, gives vox breath masks and nitrogen tanks, and gives everyone wizard gear and a spellbook. It also fully heals everyone who is alive and makes them invincible for 20 seconds to give them time to select spells. If you have a better idea for how people get their spells, go ahead and comment it.
