Secway

Adds a Secway vehicle. Coded by me, with help from various people.

You will crash into walls or people, and be stunned for a short time when you either, but only if you have the clumsy gene, or over 450 dizziness (very drunk).

They won't be on the map, but I'll get that sorted out soon enough.
