Remodifies sethearing

Forcemove accidentally destroyed my hyper fast saycode system. ALSO, while I was at it - changed the sethearing to the final ultimate get_turf code, and reduces the resethearers cooldown, which was previously set to half a second only because we didn't know how fast it would be.
