Centcom Improvements

Improves various Centcomm "departments", mostly for admin use
having to spawn in most of this shit is time consuming so lets just have a working medbay (with all the good shit) to start and a science department
I also set up an admin dress up room, meaning an admin (me or anyone else) can quickly take over the top dude and dress up, allowing quick response to ert summons
These are regular "human" mobs with names already set, from top to bottom
Emergency Response Organizer Simply for talking to ERT
Central Commander Starts with the green centcom armor. If we ever need one here he is
Blank spot starts with some basic flavor shit like shoulder holsters and knife holsters, a bag and internals, basic shit that select equipment never has
Batman Starts with Batman gear. I can expand the dorm like area later so doomguy and so forth can be quickly geared up
Dredd Judge Dredd. Nuff said
Other important shit Moved around some antag areas and the pod arrival area since everything was jammed in the bottom left corner (a holdout from when we quadrupled mapsize) so that hopping between central and antag areas is more difficult The central courtroom now actually has the proper equipment If you are going to use the dress up room, be sure to get a proper ID. Theres both the centcom id changer and a regular ID computer there. There's pod doors between the ERT and creeds office now, since ERT could easily steal mechs before.
