Population statistics collection

Stat collection for population counts every 5 minutes The alternative to this would be to add code to Login() and Logout() and add a timestamp to the list every time someone did this which might get insane

And while this is going to be collected I won't have a way to display it/parse to DB for awhile because I'm lazy and stats server styling is already getting worked on
