Splints, trauma/burn kits, and activated charcoal for mediborgs. Tape rolls for sec and engiborgs. Pepperspray for secborgs.

Mediborgs: -Replaced ointment/bandages with advanced burn/trauma kits -Added activated charcoal to upgraded cyborg hypospray -Added splints
Mediborgs' ointment and bandages have been replaced with advanced burn and trauma kits, respectively. The new bay organ code requires these kits to perform internal organ repair surgery. As a tradeoff, I've reduced the number in the stack from 15 each to 10.
On the suggestion of an anon in the thread, I've added activated charcoal to the upgraded cyborg hypospray. Mediborgs can now deal with overdoses caused by their incompetent human coworkers! Alternatively, this can be used to induce harmless vomiting in the clown for fun and profit.
Finally, I've added one stack of ten splints to mediborgs (regenerates in a charger like the trauma/burn kits). This is totally experimental and I can pull it out of this PR if it's too weird. I couldn't help but notice the splints in the code, and our lack of them anywhere on the map, when they can be used to drastically mitigate the pain damage and internal damage of broken limbs until surgery can be performed.
During my testing I absolutely COULD NOT find a way to remove splints once applied, so that's why I'd say that this is an experimental addition. However, it might just be that I'm stupid and missed the option somewhere.
Secborgs: -Added police tape -Added pepperspray
Secborgs now have access to police tape and pepperspray. The reasoning behind the pepper spray is that every other cyborg module with an extinguisher can fill their FIRE EXTINGUISHER with pepper spray as a means of dunking people causing harm who can't be flashed, so why not provide it to the one module that's supposed to have it?
Pepper spray technically isn't harmful, as it causes no actual damage that shows up on scanners, just temporary blindness and pain.
Engiborgs: -Added atmospherics tape -Added engineering tape
Engiborgs now have atmos and engineering tape rolls. Now they can tape off doorways leading to breaches so that assistants can ignore them and push on through anyhow, depressurizing the entire station.
This wasn't added to MoMMIs, as it seemed too much like "interference," and they can just grab a roll of it if they really want.
