Added Mounted Gygax Cell #2: Electric Boogaloo

You can now load people into cells!

  • Exosuit equipment to take up to two (2) people into temporary holding
  • Only works on people who are either handcuffed or legcuffed, for balance reasons
  • People are ejected after 30 seconds (10 process ticks, roughly) [may make this remove handcuffs and legcuffs]
  • It takes a long ass time to load someone into these, more time than it takes for them to recover from, say, a bolas shot
  • People can also be ejected manually if they've been taken to the brig to be handled by the warden

Shouldn't be too OP, hopefully. Just intended to make the Gygax a little better at its job as a sec mech. Changelog also.
