Edited some hats to use BLOCKHEADHAIR to show beards.

Removed BLOCKHAIR from another hat that didn't use it sensibly (Panzer cap). The following hats now show beards in a sensible fashion:

  • Bear pelt hat
  • Stalhelm
  • Officer cap
  • Russian camo cap

Fixes #1567 (closed). Does this need a changelog?
