Revamping Research Outpost : Part I

Since the outpost has not seen any attention for... almost forever, I have started rebuilding it. This PR mostly clears everything up waiting for actual structural changes and both atmos and power changes

• Lighting completely redone. Light tubes, they work
• Unfucked the few windows that needed it and changed Spectro Chamber windows to plasma windows since this seems like one of the more hazardous rooms
• Attempting to unfuck the piping. Atmos is still completely fucked and will be reworked in the next modification and the place is extremely cramped, but otherwise a few pipes can be simplified
• Reworked the Research Docking area to look fancier, might not be finished
• Removed one door at the Spectro Lab. The monkey pen can stay isolated
• Fixed a disposal linkage going to the Chem Lab

I prefer to save my progress here since those are some common sense modifications along with a fair batch of improvements. Eventually I'm not done yet
