More borer fixes

changes:
- bugfix: "Borers are now properly blocked by welded vents."
- bugfix: "Borer chem synthesis works properly now."

Also:

• Borer PP actually works properly now (tested)
• Human host PP shows borer controls (tested)
• Added some diagnostic tools to human host PP. (tested)
