Made transparent versions of the effects we can see here https://cloud.githubusercontent.com/assets/5224390/5062261/ea0ce37c-6db9-11e4-87af-f91a1239ece2.png to replace the old ones
Corrected tgstation.dmm accordingly (I used new names)
Updated the tile painter accordingly

Metastation and Efficiency are unaffected by this change. They have both been ported from TG and still only uses special turfs instead of effects. Next step is to replace every single one of those with a normal floor + the corresponding effect and then get rid of the thousand special snowflake floors. (Edit: Done for tgstation.dmm)
