Matter synth is now matter reconstitutor. Mobile and simplified recycling system. Recharges glass and metal every tick (cyborg version only).
Smelting-related crap moved into its own smelting manager. Removed a lot of duplicated code.
Added a way to have a maximum volume of materials in a "bin".

TODO:

Test mining stuff.
