Adds Ministation.

After noticing how many lowpop rounds we were having, I decided to adapt the framework of Ministation (this copy is taken from TG) and put it up for mappers to edit and make useable for lowpop /vg/.

This is the barest possible version. Literally Z-level stitching with Regex and pathing editing. I've done nothing to make it functional beyond making it compile and load.
