Unfuck Pod Bay R&D Console

My last PR added an R&D console to the pod bay so the podfab could actually be used. The console itself works if you use data disks/badmin button, but I didn't know at the time that the R&D server needs to be told which consoles to actually pay attention to syncs from. This PR gives the pod bay R&D console download access on the Robotics R&D server (the one that everything else has download access on) so that it can be used without having to give it the tech disks and/or an emag.
