Fixes #3598 (closed), as well as adding EJECTNOTDEL to cyborg recharging stations. Previously, stored upgrades were lost when the charger was deconstructed. Charging speed is improved 50-200% depending on parts used, rechargers will draw more power from APC's accordingly.

Also applies battery upgrades faster or something, I absolutely guarantee this will be used exclusively by MoMMIs 95% of the time and the roboticisistianman won't give a fuck
