Remove Malfunction Tab verb for Overload Machine

This was not tested because Malfunction is a strong fucked gamemode that don't need no local server functionality

  • Remove category, this should hopefully kick the verb out of the Malfunction tab. That verb is a massive disservice to a Malfunctioning AI since it lists every single fucking entity on station
  • Instead, it should only be used via right-click. This hopefully stills works
  • Changelog included
  • Visible_message and span while at it
