Capacitors for cyborg recharging stations

When I made cyborg recharging stations upgradeable, in my infinite welling wisdom I just made them use micromanipulators for upgrades. This doesn't really make a lot of sense, so I did what Dylan did with the cell recharger and made it use the woefully-underused capacitors instead. Better capacitors decrease charge time, better manipulators swap out batteries faster. Also includes an anon's brilliant suggestion:
If you wanted capacitors to influence cyborg rechargers in some way, the most realistic way would be to have the recharger instantly deliver some amount of power when the cyborg starts charging, based on how long the recharger went unused.
To balance out the instant surge of power that you get, and surfing rows of chargers to effectively harvest all their capacitors, I toned down the recharging bonus to 20-80%.
