Mr. V.A.L.I.D. code cleanup

Cleans up the portable threat detector code slightly so it's marginally less obvious it was made by someone used to a different programming language. Also fixes #4410 (closed) somehow. I'm not actually sure why that was broken in the first place, but it was fixed when I tested this.

OK actually it didn't work the first time I tested this, but then I changed nothing (didn't even recompile) and it worked fine. I think it was a BYOND issue that kept it from working in my first round of testing. Machinery process kept hanging, too. I was on a heavily restricted network at the time, so maybe that breaks things. I can't comment on whether or not the original issue had a similar cause because I didn't bother testing before my changes.
