If you are locked to an atom, you will no longer trigger shard stepping

The idea is that, if you are locked to something, you most certainly aren't actually stepping on the shards since you aren't even moving by stepping around in the first place
This can be extended later if we add things like levitation, and there might be more Crossed() procs that need to be tweaked
This also still triggers the shard stepping noise, but without a message
