[Box] Fix Telecommunications Atmospherics, add Mechanic Requests Console

  • Fixed strange pipe layout in Telecommunications which led to unintended interconnected pipe loops. This also led to the cooling loop draining into space every single round
  • Added a Requests Console to the Mechanic
