Fixing a yet unknown APC bug

Did you guys now that when an APC is hit by an EMP its Lighting/Equipment/Environnement switches get automatically set to OFF? It lasts one minutes, then they get back to Auto. I'm sure you didn't notice right? And for good reason: Even though the switches were set to OFF, the area's power was unaffected because the APC wasn't updated! So with that fix I hope EMPs will see more use. a weak EMP will only shorten the power for half the duration.
Oh, and I also added a long overdue "Drop EMP" verb. Under the Special Verb tab. (requires +FUN, just like Drop Bomb).
And just because why not, Hivebots now take damage from EMPs. Making Ion rifles really effective against them. On top of that, Ion bolts now make a small EMP no matter what they bump into (they would previously only do it if they bumped into a mob since on_hit() only procs on mobs for some reason)
