Removing marauder heavy pulse snowflake bump

Apparently whoever wrote that thought that it'd allow beams to penetrate 1-tile through obstacles. As a matter of fact it didn't work and caused bugs. So here I'm commenting this proc out, fixing some bugs, and giving the heavy pulse beams just a little more damage to make up for the fact that now they can't accidentally hit the same target twice.

Also I'm going on break for a while.
