Removes Alcohol Toxicity

I despise the entire system of toxic alcohol. This PR should remove it entirely. I don't really expect this to get merged unless a lot of people are in favour because getting rid of something entirely is a bit lame, but its a good starting point for making alcohol more sensible and not a useless gimmick for killing people.
