WIP: Added new race, Nemoids

Work in progress but should still be able to be merged now. No known problems with them so far other then the glasses and helmet sprites appearing weird on them since their heads are literally sideways. They also aren't available to players yet even though I could have sworn I did everything in terms of the whitelist code correct. So for now just admin spawnable/can change someones species via Set Species command. They work like Vox in that they need nitrogen to survive, and they have fish bowl masks that allow them to connect to a nitrogen tank.
