Slight balance tweaks to surgical tools

Incision manager and laser scalpel are now slightly faster. Bone gel, Fix-o-Vein and bone setter are now w_class = 1, like the rest of surgery tools. Circular saws and surgical drills (notorious 15 force weapons) are now w_class = 3, because otherwise it's just silly. I think this makes a lot more sense.
