Fixes #8684 (closed) The dangers of spawning shit off are illuminated.

Spawn (6 seconds) -> spawn cyber horror at the mobs loc Mob tick called Balance times within that time frame 1 cyber horror spawned on the mobs loc, gib called 100% tested more cyber horrors spawned on the mobs loc later for the already gibbed mob with gib() being called again each time
