Adds a new vault- the Syndicate Armory

This is my first attempt at mapping, hopefully it's a good one.

It's got a few small sub-areas filled with armor normally found only in adminbus, as well as a large cache of exotic weaponry. It also happens to be guarded by Syndicate commandos, so you had better be robust if you want to loot it all.
