Makes paramedic station its own area

  • Added new area "Paramedic Station", named "paramedics" in the code
  • Added a sprite for it for mappers
  • Added an APC to the paramedic station and changed the area to the new one

It makes no sense for them to be relying on the medbay general APC (which is already powering a lot of shit) for power in the first place.
