Adds new service channel and brings back colored radio channels

  • Added new service channel for the bartender, chef and botanists
  • Added new service headset and service encryption key serviceheadset
  • Made all three jobs start with said headset
  • Cleaned up unneeded leftovers from old mining and QM channels, including commented parts
  • All the departmental channels now use their custom color in the stylesheet instead of a common one
  • Added server for the service channel
  • Moved the blackbox recorder to telecomms to preserve symmetry and because it should be there in the first place servicetcomms
  • Added spare service headsets, 1 in bar, 1 in kitchen backroom and 3 in the botany closets

Service channel is light blue, frequency 134.9, shortcut :d. Also fixes my last derp when correcting the changelog.
