Minor map fixes/tweaks

- Replaces Brig Medbay Door with a proper glass airlock, currently it has a full airlock sprite but you can see through it. http://puu.sh/9KmIv/622c88d639.png

- Adds 2 gas masks in the empty closet in the maint tunnel above hydrophonics. http://puu.sh/9KmO2/2069b3bb59.png (well you can't see them, they're in the closet duh)

- Deleted all instances of /obj/effect/byondtools/changed.
- Adjusted library carpet and vent to the new front doors, no idea who added those in the first place but you have shit taste. http://puu.sh/9Kn2I/4f6f5d2b03.png
Small changes to new EVA layout after feedback from the community:
- Made the floor symmetrical again.
- Got rid of the side doors. http://puu.sh/9Kmrg/b12a329884.png (Yes I know it lacks like 2 tiles to the right, no I'm not redoing a screenshot)
Also re-added departmental hardsuits at Pomf's request, as it was before EVA change.
