Spacepod tweaks

- Fixes #4343 (closed)
- Adds a check to spacepod weapon firing to see if the pod actually has enough energy to fire, because I couldn't see any such check in the code
- Tweaks based on #4344 (closed), though I'm afraid to use any word that would autoclose that when this is merged because I am by no means a final authority on balance and this may not be better
- Standard taser is left unchanged (10 shot cost, 10 shot delay)
- Burst taser's shot cost increased from 20 to 35 and shot delay from 10 to 20
- So it's still faster than a standard taser, but by much less
- Laser's shot cost increased from 15 to 150 and shot delay decreased from 25 to 15
- This puts its power consumption closer to handheld laser guns to go along with its damage, though the rate of fire is still vastly slower
