Because somebody had to start the snowball rolling (Snow maps)

Because taxi was recently taken out of rotation by pomf, took the chance to start on a proof-of-concept of the snow map and its features discussed in #6789 (closed)
All I've done so far is add some datums to make it so that the base turf is always snow, and converted the space turfs to snow.

Current issues -
- There is a strange runtime when gibtonite is ChangeTurf'd into undersnow.
- Currently hangs for about 4 minutes on boot-up
- Minimap generation is pain. Lots and lots of pain, about 5 minutes of it in fact.

Fix where the turf placed under them was hardcoded to be asteroid -

Add a way for the mobs to generate randomly (Maybe make a spawning landmark that has a 5% chance of spawning on a snow turf, like how the tree generation currently occurs?) -

Add in a purpose to preparing and skinning a kill properly.
THE MAP ITSELF

Add map-specific vaults, Hunters shack, russian outpost, bear cave -
Add a path between each base, rework the taxi area to have an external door and snow-proof clothing available. -
Rework disposals and delivery - Currently adapted to toss the parcels through space, which isn't the case anymore.
